English: RESIDENTS OF A MA'ABARA NEAR TEL AVIV LINING UP OUTSIDE THE "KUPAT HOLIM" CLINIC.
עברית: תושבי מעברה ליד תל אביב, עומדים בתור מחוץ למרפאת קופת חולים.

התמונה לקוחה מארכיון המדינה וצולמה על ידי הצלם זולטן קלוגר בספטמבר 1949. עם הקמת מדינת ישראל, חלה ״העלייה הגדולה״ בה עלו עשרות אלפי עולים ממדינות שונות שהגיעו ליישב את הארץ ומוקמו במעברות. כחלק מהחזון הציוני ועוד בתחילת המאה ה-20, קמה רשת תמיכה בעובדים ובפועלים- ״ההסתדרות הכללית של העובדים העבריים בארץ ישראל״ (לימים מארגון זה תצמח ״קופת חולים כללית״), אשר שמה לה למטרה לתת מענה רפואי נגיש לכל אזרח ועולה.

״המלחמה לבריאות העם״, כלומר: המטרה לגדל דור בריא וצעיר - הייתה נושא מרכזי ומהותי בכל הפעולות הבריאותיות בישראל במהלך שנות החמישים. קופות החולים בארץ ישראל קמו עוד בימי המנדט התורכי, בשנת 1911, אך הן ביססו את פעילותן והיקפן עם קום המדינה. בכל ישוב קטן הוקמה קופת חולים ובה "טיפת חלב" על מנת לתת סיוע רפואי מיידי בקהילה. אחיות, אשר עברו קורס מקיף בהכשרתן, נתנו את המענה וגרו במעברה או בסמוך אליה. רופא היה מגיע פעם או פעמיים בשבוע, וניידת עם חיסונים לאזרחים הופיעה מפעם לפעם לחסן נגד מחלות ה"טיפוס", ה"כולירה" ועוד.

מאחר והאחיות היו אלו שנתנו את מרבית המענה הרפואי הן בטיפול בפציעות, בחולי או בהנחיות לאמהות הטריות, הן אלו אשר הניעו את התקדמות הרפואה בארץ במשך שנים רבות. האחיות המקצועיות ובעלות הניסיון לימדו את הנשים בישוב כיצד לדאוג למשפחותיהן, העבירו ידע וביססו הרגלים חיוניים ובכך קידמו את הענף. על השלט בתמונה כתוב כי המעברה המצולמת נמצאת במחוז תל אביב, ככל הנראה מדובר במעברת "כפר שלם" שבדרום העיר.
